Section 1. Legislative Findings

The Legislature finds and declares all of the following: (a) Artificial intelligence systems are increasingly used in high-stakes decisions affecting Californians, including employment, housing, credit, education, healthcare, and criminal justice. (b) Consumers have a right to know when AI is being used to make decisions that affect them. (c) AI systems can perpetuate and amplify existing biases and discrimination if not properly designed and audited. (d) California has a responsibility to establish guardrails ensuring AI systems are transparent, fair, and accountable.
